Position Summary
The purpose and mission of the Marion County Community Corrections Agency is to improve the lives of citizens in Marion County through community supervision, as an alternative to incarceration, utilizing evidence-based practices and comprehensive case management while cultivating a productive, collaborative, and compliant work environment in order for our workforce to meet the needs of the citizens of Indianapolis and Marion County.
This position is responsible for overseeing and supervising the performance of up to 65 team-members located at the Duvall Residential Center (DRC). Incumbent in this position ensures accountability and oversight over a work release facility that houses a maximum of 350 residents. Team-members are responsible for the supervision of residents, development of case plans, referrals to services and programming, processing arrivals and releases, and general maintenance of the facility. Incumbent is directly responsible for public safety, resident and team-members safety, team-members accountability, as well as adherence to evidence-based practices within the facility. The incumbent will assist the Chief Deputy Director in agency-wide decision making in addition to providing assistance in the absence of the Chief Deputy Director. The incumbent will have wide latitude to make decisions related to public safety, team-members safety, combined with resident safety and accountability for records management, maintenance and retention, dissemination of customer information and administrative services. The incumbent operates within a wide range of discretion on matters such as hiring and terminations. Incumbent can deviate from standards as established within the appropriate policies, procedures and laws under their control. Ability to effectively identify and evaluate available data and to exercise sound judgment. Incumbent is responsible for the productivity of team-members and cost effectiveness of programs. Incumbent has the freedom to use judgment while assisting in policy formulation and in all types of negotiations. Position is required to be on call 24-hours seven (7) days a week and participates in a rotating schedule. Position reports to the Chief Deputy Director.

Position Responsibilities
Monitors and supervises daily operation of a 24/7 correctional facility ensuring the safety and security of residents and team-members
Monitors and ensures contract compliance of contracted vendors
Effectively and professionally resolves contractual challenges and disputes in communication with the contracts manager
Monitors and ensures contract compliance with the Indiana Department of Correction Community Transition Program
Performs daily supervision and monitoring of work release facility team-members and operations, vendors, and contractors
Coordinates schedules, workflow, and monitors team-members progress and performance
Ensures proper facility staffing and conducts hiring, training, performance evaluations, and discipline of team-members
Drafts, reviews, and enforces policies, procedures, and standards relating to residential programs including but not limited to case management, security, safety, and maintenance as well as ensuring compliance with all federal, state, and local laws and regulations
Ensures the facility operates under and complies with standards set by the IACCAC Residential Standards Committee and Indiana Department of Correction
Monitors and ensures contract compliance with the Indiana Department of Correction Community Transition Program
Responsible for coordinating and ensuring emergency plans are in place and that team-members are adequately trained in emergency policies and procedures as well as compliance with Prison Rape Elimination Act standards
Ensures facility compliance with the enacted neighborhood covenants that require community involvement through participation in and communication with the Near Eastside Community Organization, Windsor Park Neighborhood Association, and Spades Park Neighborhood Association
Ensure internal and external problems, conflicts, and issues are dealt with appropriately through the use of investigation, fact finding, interviews, and analysis of information including resident grievances
Ensures custody, control, and safety of residents in the facility and works with the Marion County Sheriff’s Office to coordinate facility-wide searches as necessary
Ensures resident needs are met as outlined in the residential standards, supervises movement of residents into and throughout the program ensuring policy and established standard operating procedures are followed
Represents the agency or facility to other agencies, groups, boards, businesses, and the public
Serves as liaison including responding to questions, problems, and concerns of other departments and agencies, the court, vendors, and various key stakeholders
Contributes to the strategic direction of the agency and is responsible for assisting with the development of short and long-term management of its logistical operations and resources
Ensures the implementation of continuous quality improvement processes and plans for work release
Overseeing the supervision and performance of entire team-members
Assists in personnel matters such as recruitment, promotion, disciplinary process, and terminations
Assists in implementing, updating, and enforcing agency policies, procedures, and standards and enforces adherence to all applicable laws, policies and procedures
Supervises the screening process for all community corrections work release referrals and ensures coordination with local and out of county and state entities regarding placement
Will also ensure capacity levels are sufficient for placements as much as possible
Helps the Chief Deputy Director in preparing current and future needs assessments regarding efficient staffing levels, performance of team-members and contractors, and acts as a liaison or representative with the Department of Correction and criminal justice partners at the state and local level
Assists with annual or statistical data and reports
Assists in submitting required reports for the Department of Correction, Advisory Board, coordinating services, performing evaluations of contractors, and communicating with other criminal justice stakeholders
Assists in and oversees preparation for facility audits

Qualifications
Bachelor’s degree in Criminal Justice, Business Management, or related field and eight (8) years of experience in the criminal justice field. An equivalent combination of education, training, and experience required, in the absence of a college degree. Ability to establish and maintain effective organizational and public relations. Ability to communicate effectively both orally and in writing. Must be skilled in establishing cost effective programs and quality control. Must have knowledge and a proven track record in leadership, management, contracts, personnel and process performance measurement, investigative principles and practices used in insuring compliance with appropriate state and federal laws. Must know the regulations and requirements of court evidence. Must interface with the public regarding procedures. Must be able to interpret and explain court decisions to clients, others, municipal boards, committees, and managers. Emotional intelligence when dealing with people of all backgrounds. Knowledge and use of Microsoft Office. Must have and maintain a valid driver’s license.
